Compulsory Basic Training - 06/09/2009
The R.S.A. will introduce C.B.T. spring 2010
C.B.T. was to be introduced in 2009 but lack of qualified instructors and suitable training locations has delayed the introduction
From spring 2010 anyone who receives training from an approved instructor will be taught under the new syllabus.
It should be noted that C.B.T. will only effect new applications for the leaner permit.
If you hold a learner permit already C.B.T. will not effect you
C.B.T. will effect licence categories M,A1 AND A .It should also be noted that a recent news letter from mag ireland has stated that the insurance companys will not insure learner permit holders until they produce a C.B.T. cert
The C.B.T. will consist of a minimum of 16 Hrs, Further training may be required.
The main difference to new permit holders is that the new learner permit will be restricted as follows
A person with a restricted permit cannot ride a motorcycle /scooter on a public road unless they are under the direct supervision of an approved R.S.A. instructor .
The syllabus will be taught in four modules.
The student must pass each module in numerical sequence.
After each module the student must pass an exam set by the R.S.A. before they move onto the next module.
The test`s will consist of questions related to the module covered and the student must pass a required percentage of questions to move to the next module
.
Some modules will require the student to demonstrate particular skills on the motorcycle
The skills tests are a straight pass or fail.

It is not feasible to show the full syllabus on this format.
The break down of the modules and hours required for each are as follows
All module content is taken directly from the R.S.A. syllabus.
MODULE 1 ( 3 HRS) CLASSROOM AND TRAINING AREA.
OBJECTIVES
Personal protective equipment.
Introduction to motorcycle controls.
Technical checks.
Placing the motorcycle on and of the stand.
Walk along side the motorcycle.
MODULE 2 ( 5 HRS) TRAINING AREA
OBJECTIVES
Move off and stop.
Use of brakes.
Use of gears.
Slow riding.
Figure of eight.
U-Turn.
Slalom
Rear observation and mirrors.
Turning left and right.
Emergency adjustment of speed.
MODULE 3 (2 HRS) CLASSROOM AND TRAINING AREA.
OBJECTIVES
Legal requirements.
Rules of the road.
Being seen.
Road surfaces.
Road and lane positions.
Rear observations and mirrors.
Speed.
Anticipation and reaction
Weather conditions
MODULE 4 (6 HRS) ON THE ROAD
OBJECTIVES
Gradients.
Junctions.
Traffic lights.
Roundabouts.
Safe distance.
Anticipation and reaction.
Pedestrian crossings.
Bends.
The students who successfully complete all four modules will receive the relevant signed C.B.T documentation from the instructor.
The student should bring the C.B.T. document and the restricted leaner permit to the relevant licensing authority where they will receive a learner permit which will allow them to ride a motorcycle or scooter unaccompanied.
A student will receive a signed document from the instructor after every module test.
If the student is unhappy with the result of any test they have the right to appeal the instructor`s decision to the R.S.A
If a student desires they can complete one module with an instructor and move to a new school/instructor to complete the rest of the modules...
As previously stated this document should only be used as a guide and on application for the new restricted permit the applicant will receive all the relevant documentation from the R.S.A.
